Communities can contribute significantly in managing solid waste. However, most communities are not actively involved in solid waste programs such as recycling or composting despite the fact that they contribute greatly to the amount of waste generated. News Strait Times reported that only 5% of 600,000 residents in Petaling Jaya sort their waste (Selangor Runs out of Garbage Space, NST, November 2008).

As a result, our waste are sometimes sorted by scavengers, but nonetheless, the amount of our waste being separated by the scavengers for recycling purpose is only 2% (MLGH, 1992) which is still not enough to curb solid waste problems.
